Then move ground troops back in and secure the place for another 100 years until it resembles Germany.

You can't even compare the situation in Iraq to post-war Europe, so using the same tactic would end up in failure. ISIS is not the Nazis. The reasons for the wars are totally different. The cultures and the nature of the enemy are different. The region is different.
