Unfortunately, as long as there is sex, there will be deviants and abusers. Sometimes, it isnt a bad thing, since we are all unique we shouldnt have exactly the same turn-ons. But there is a well defined limit about what is acceptable and what is not and some very good reasons why.

He was a kid himself, 14. Is it possible that this is a case of kids experimenting with each other? He's what, 28 now? Is it possible that he's long since recovered and this is currently a non-issue?

I'm going to agree with you. For now. (at least without more detailed facts)
I've read this does happen in secluded restrictive religious groups. They are repressive and allow no outlet for hormone raging teens. That the teens resort to the only opportunities available to them.
