I didn't ask what it was, I asked why NASA called that a UFO, but gortex answered that I think, unless someone else has a better answer.

Sort of, but even then I don't see how it's a conspiracy, which would imply NASA is keeping secrets. They post their photos and videos in public (like this one) so I'm not seeing a conspiracy. Sure they do doctor some raw images to make them look pretty for the media, but any serious researcher can find the undoctored raw images, so that's not evidence of a conspiracy either.
