I don't think so. It's a bad Latin translation (should be Vita Arcana) and there's no reason the shop owner would "recommend" this custom engraving (because it looks custom-made).

Apparently Vita means Life or Knowledge and Arcanum means Mystery or Mysterious. Rather an odd timing for such a gift as well.
