That's not the NRO logo, that's the symbol for that particular launch. Each satellite has a different logo.

They're symbols that show what they're launching. I wasn't aware that they were supposed to be "nice guys", I thought they were supposed to perform a mission.

They do own this logo though. Here is a PDF link right from their web page with the Octopus Wrapping its tentacles around the world saying "Nothing is beyond our reach". I'll have to say though, it was really hard to find. They hide this stuff for sure.
