Maybe you did not ask the correct question. You may be slightly confused in your own mind here. To think that life can only be intelligent if it is
bi-pedal is perhaps coming from the wrong angle. Perhaps what you really want to know is if only bi-pedal beings can progress to develop an advanced
civilization through technological means ?
Dolphins for example are reasonably intelligent by our understanding and rating of intelligence but they have no limbs at all. They are unlikely
though to progress in an evolutionary sense because they don't have the ability to be able to further there own understanding of the nature of life,
their own world or of the planet they live on. Only if they were to develop limbs and interact physically with the world around them could they
progress. If they had limbs now and the dexterity to manipulate what's around them then i dare say that they are already intelligent enough to build
a society, although i doubt they would get close to ours for quite some time.
So basically the core intelligence may be there in many animals but their problem is that they do not have the dexterity to further their
intelligence.
