Your looking at the "city proper" designation, which does not include suburbs. As we all know, when we speak of a city, generally speaking we are also speaking of its suburbs. Do we not consider Queens to be a part of New York?

Even the article you posted links to other wiki articles showing Toyko to be by far the largest when we are simply not considering the city core.

Queens is part of New York City and is not a suburb. If you were to use suburbs then Westchester and Orange Counties, northern New Jersey and southeast Connecticut (among others) would factor in to the New York Metropolitan Area overall population of 23,000,000.
