Rather, he sees the problem as one of “smart, hard-working, public-spirited people acting in good faith who are responding to systemic
incentives”—without any meaningful oversight to rein them in.
You know pieces of the "actual government" too. Think of elements of power that can not have oversight. These can not be controlled by people like a
president or the senate or any judge as far as they go above their clearance. It's not really a secret.
When he says he is no conspiracy theorist that means what follows next won't fit your narrow story line of a conspiracy. There is another "government"
that is out of control of the regular people you see, but it didn't plan to make itself so, in a conspiracy, and nor is it all one thing.
Basically it was created by accident by the actual government as natural flow of keeping secrets, and giving too many powers to certain groups.
When the people you elect are letting other people NSA have the power to spy on everybody, who then has more power the one guy? Or someone who is
looking into everyone?
Why do you think Eisenhower said what he said? It's "unwarrented power" sought OR unsought. By a military industrial complex. Again a military
industrial complex is not ONE THING. Rather it's like saying making money on killing people. IF you let this happen they will end up with more power
whether they want it OR NOT.
Why do you think Kennedy was going to dismantle the CIA? Because their powers were not being checked and couldn't be reigned in. And obviously he had
less power than them or he would have gotten that done.
It's not a secret government or shadow government. It's just power spread into unelected hands on purpose over the years by well meaning people. Here
is the problem. When you make more powers and give them to "good" people. Eventually those more powers will be in bad peoples hands.
So here is the trick. Anyone who is given more power, should also have their power checked. A cop has more power, but most everything they do is
documented. You can't trust those in power to be good. It's like owning a burger king and everything starts fine so you take out the managers and tell
the employees to work on their own because you know they can do it. At some point the dude is going to stop washing his hands or mopping the floor or
sanitizing the counters.
It's the same trick to making sure you stay free, is you have to make EVERYONE free. Otherwise anyone who is less free, however they are less free is
a tool that can be turned on you. Anything that has more power to fight ISIS is a tool that can be turned on you. You can't have corporations making
money on bombs, unless they get a bonus contract of dismantling unused bombs for extra money that makes keeping people alive a better business than
killing.
In other words the problems this guy is talking about are systematic. They are creating themselves organically. It's not so much a conspiracy as it is
the nature of security and secrets. Human Nature is currently dooming us.
I see information density as a savior of sorts.
But don't take this the wrong way. Even though I am saying this problem created itself as an accident I am not saying that once things started flowing
this way that those in "secret" government positions didn't always want this in the first place. There is just a problem with so many peoples thinking
that they simplify into blocks. Block A is secret government I put block here drool. See Block A meant to do this from 1,000 years ago... Well you
know every individual has their own story line. Some did plan to be in secret governing positions, but they couldn't have done this acting on their
own. You need naive people in power to help you along.
