Unless you have evidence to the contrary, then yes, you are just being cynical.

Just to be clear though, it isn't that these documents are 'suddenly' being released. It has always been the case that someone can apply to research the actual documentation in the flesh so to speak, but due to the age and fragility of most of the work some level of justification has been required - research work being the main one.
