That's no 1800's, it's made out of mass produced parts though even if the individual parts are not something of the whole.
The spanner like bracket part even has another screw hole, and so it is meant to be in some fixed position, and the visible screw has a marking on it. If there is another one the same, it's part of an end up mechanical construction.

That's grounds for murder right there. Sorry, but as someone who used to have enough trouble sleeping with a snoring husband and who started work sometimes at 4 am, I used to joke about those idiots driving with their stereos blasting late at night; we used to say that 'it was a drive by shooting' because when they drove by, we wanted to shoot them.

That would have put me right over the edge and no jury would ever convict.
