This is a military installation. They would have guys watching monitors, and if there's anything suspicious going on, guys with guns would go check it out.

The biggest threat area to watch would have been parking lots and vehicle traffic areas, which means cameras would probably not be set to continuous recording, since vehicles don't move fast enough to get out of range of the cameras.
A camera not on continuous recording is going to miss a high speed aircraft that was in range of them for a second or two.
