This is political correctness gone way, way too far. The cowards who allowed this to continue for so long deserve similar punishment to the actual perpetrators. One of the girls was doused in petrol and threatened to be set on fire if she disobeyed. WTF? Who does this kind of stuff? This kind of evil is far beyond my comprehension and this happened in the UK. Even if this happened in the N. Korea or some other 3rd world hell hole I would be shocked.

Councillors and council staff in particular were criticised for "avoiding public discussion"; some through fear of being thought racist, and some through "wholesale denial" of the problem.
