Basically terrorizing them. The latest UN building struck by IDF's airstrikes killing 10 people warned the IDF 33 TIMES that only refugees were inside, 0 militants (source).

I guess (to make it fair) we should have allowed Germany to reciprocate in kind and allow bombings of American cities.
