Recall that the Philadelphia convention of 1787 that wrote our Constitution was a “runaway convention.” Called under a resolution to “revise” the Articles of Confederation, the first thing the delegates did after arriving in Philadelphia was throw the Articles of Confederation in the trash and start from scratch designing a wholly new, and more powerful, central government.
