Sorry, but I don't believe the sincerity of this act for one second. The guy in the video probably took a call from Borodai right before the media play going over what to say.

What you say is possible, but since they are the ones that seem to be getting blamed, how smart is it to point out the dead children in a planned photo op?

My impression is the soldier merely wanted to convey the information about the crash, and was thorough enough to include a sympathetic item. No foul.

I don't think he is pointing them out, I think this is a try at looking sympathetic to what happened. Regardless of who is getting blamed, the guilty party still has to do damage control.
