In 1986 President Reagan signed the bill that gave vaccine manufacturers the immunity from liability they had lobbied for. They became protected from liability for harmful products. The taxpayers were put on the hook.

This being from Wikipedia, it may have been heavily edited, but it's close enough to make the point. Big Pharma has immunity from harm done by vaccines.
