A grounded cage around every main transformers throughout the country and fast acting barkers for every electric hub. Also a very fast auto shutdown program for the areas affected.

Depends who you talk to, either shut the thing down in advance or turn the whole lot on at once.
These are some of the options considered by the grid providers themselves.

It's my understanding that the 'national grid' is more like a quilt, with different patches belonging to different companies over many territories. So there really is no 'it' and no switch to pull to shut it off.

Good luck getting those responsible to work together.
