Back then (49) they were just a bit paranoid I think. Having shot down and captured an unknown and killed and dissected its occupants near Roswell. I would be looking over my shoulder too. Notice all the places that received a copy at the bottom under "distribution". Everyone it seems. Including Wright Patterson. Where they are supposedly keeping the debris and bodies? From Roswell? They want to know if any UFO Marines are nosing around for their buddies. Which back then it seemed was occurring at more than just a few military bases.
