I tried, but I can't help to add this. The context of your title suggests that you are aiming for the question of 'are things like HAARP geo engineering'. However, I've been to Hover Dam, I've read about cloud seeing in the plains of Texas, so in short, the answer is, yes.

That depends on what you mean by geoengineering. But the answer is yes, in very limited ways.

There's no aerosol based solar radiation management geoengineering though, if that's what you mean.

The Aqueducts would be a prime example of bending nature to our will. Diverting natural water courses for man's use.


More recently, geo-thermal energy production would be another classic case of geo-engineering.


There are a lot of fails in geo-engineering too. The Aswan dam, The Snowy River Hydro-electricity Plant(Australia), to name but two.


Technically speaking, you could probably classify de-forestation as geo-engineering.
