Neat, but I don't believe any laws were broken
Appears to deal with the center of gravity involved - see how the forks extend back toward the other end of the toothpick, hugging around the glass?
This centers the total mass involved not on the end of the toothpick where the forks meet, but about mid-toothpick so the whole thing can sit on the
edge/lip of the glass without tipping off.
Now, if the forks were branching out the OTHER way (off end of toothpick they're crossed at instead of toward the end they're not), I'd call
shenanigans. This is just a cool gravity trick with non-needed bits of toothpick burnt away
