Ok, probably nothing, maybe something.
The U.S. Government needs 350,934 National Detainee Handbooks printed by 29 April 2011. Here’s a 2007 English version of the National Detainee Handbook. I don’t know if that’s the same document as what has been ordered below.
The GPO solicitation went out on 18 April and the handbooks must be delivered by 29 April. Is eleven days a short time for something like this? I have no idea, but clicking on “Jacket Number: 735-412/413” brings up a specification document, which states the following:
TIME CRITICAL:
Notify Ron Boyum at 312-353-3916 x 17 or at [email protected] of the delivery status in the morning 2 days prior to the first shipment to meet the at destination delivery date. [sic]
This is a time-critical order. For the purpose of this contract, the provision in GPO Contract Terms Pub. 310.2 (Rev. 6-01) for schedule extensions does not apply. No automatic extensions of schedules will be made. All interested contractors must commit to the original schedule. Shipments must be made by a carrier that will guarantee delivery at destination within the specified schedule. Carrier’s “targets” in lieu of “guaranteed” deliveries will not be acceptable.

Why such a huge update in this one that they need that many?

I have it from good sources that they had to finally remove the chapter on water boarding.

Since we've heard nothing of the kind, I think this ``good source`` is BS.

Supposedly this handbook is for the detainees of Immigration and customs, so why is it printed in English and not Spanish?edit on 19-4-2011 by Asktheanimals because: (no reason given)edit on 19-4-2011 by Asktheanimals because: (no reason given)
I am not the contract administrator or author of this procurement. I am merely a contact for the time critical nature of the procurement, that means I will monitor the order to see that it does deliver on time. Yes, this is a short lead time for this type item, but it is being procured within current GPO regulations and the Dept. of Homeland is nearly out of stock of this item. So yes we are serious about this delivery date. I don't see Boeing as a registered GPO contractor, which would be necessary to quote on this item. This should be posted on GPO.gov and Fedbiz ops, we did not post elsewhere. In all seriousness, we've heard about the massive survival food buyouts by the Fed, we've heard over and over again about the EQ drills in the New Madrid Zone, and now they need all these handbooks by the end of the month? What on Earth is going on?!
Peace be with you.

For some reason this just made me flash back to the Great American Boycott held on May 1, 2006. And wasn't there big rallies last year on May 5? Maybe they are expecting more trouble this year?edit on 19-4-2011 by OneisOne because: add
In the United States, the "Batalla de Puebla" came to be known as simply "5 de Mayo" and unfortunately, many people wrongly equate it with Mexican Independence which was on September 16, 1810, nearly a fifty year difference. Over, the years Cinco de Mayo has become very commercialized and many people see this holiday as a time for fun and dance. Oddly enough, Cinco de Mayo has become more of Chicano holiday than a Mexican one. Cinco de Mayo is celebrated on a much larger scale here in the United States than it is in Mexico. People of Mexican descent in the United States celebrate this significant day by having parades, mariachi music, folklorico dancing and other types of festive activities
