The HAARP patent papers also stated that the invention could “simulate and perform the same function as performed by the detonation of a heavy type nuclear device”. She said Arecibo was also mentioned in connection with the Puerto Rico Karst Conservation Act, which included authorization for the deployment of a nuclear weapons production facility. Aerial photos taken in the region showed antenna-like devices directed towards the ground, present since the mid-1990s. The citizens of Arecibo had not been made aware of the consequences or possible effects of those atmospheric experiments. Statements found in the literature regarding those experiments admit to the use of laser rays aimed at the atmosphere and there have been witnesses to the use of such rays for decades. There was a high rate of cancer cases of unknown origin in that region.

It's interesting to say the least. HAARP as a weapon comes to me as no surprise... the question is if it's causing all of these massive quakes deliberately.

Yes it's so true. HAARP used as a weapon is a big possibility but I never tought about it being something as a nuclear weapon. If that's another piece of truth what's left to know or what are they still hiding ? Makes me wonder and asking myself many questions.

Is she saying that first sentence - it is not attributed to anyone or any formal document.

It seems to be the same stuff we've been hearing about the HAARP array. Concerning the statement that it could, “simulate and perform the same function as performed by the detonation of a heavy type nuclear device”, I believe this refers to the elector-magnetic pulse that comes from a nuclear blast and not the physically destructive force of an actual bomb. It depends on what function performed by a nuclear device they are referring to. Just my opinion on what was quoted.

Well this isn't surprising at all. Good find though OP. I've always been wary of HAARP. Theres no way our government would go through the trouble to set up these huge antennas all over the world for just a research project on our atmosphere. Also, I'm not sure how much it cost to build and maintain it, but knowing how much our government loves their money, I couldn't see them wasting it on a research project like this. Does anyone have any monetary figures on HAARP? The power it possesses is pretty awe inspiring. I hope at some point we find out its real purpose.

As I expected. This is not the UN making the claims, but a member of political group in the Arecibo area presenting in front of the UN. If you then go back and look at the sources she used, the fraudster Nick Begich's name shows up. This is proof of nothing other than another person falling for Begich's lies.

To me this seems to indicate they can simulate effects similar to plumes caused by nuclear explosions - it does not indicate they can trigger a nuclear explosion itself. Not saying this is a good thing - but does not indicate HAARP can act as a nuclear weapon as described in the thread title.

Does NOT mean a "nuclear detonation"! more hype I believe they are implying it could simulate the radio wave effects from a "high altitude air burst". But "haarp crazys" will take this headline and run with it.at face value . Expect Infowars to follow suit.

it dosen't mean it blows things up. if you look at the context of the statements it is talking about disrupting communications. a nuke blast disrupts communications. i presume that is also how it would knock out aircraft or misslies.
