It appears to be an animation used to explain the situation to kids in a way that won't scare them:

I realize what's happening there is very serious, but I still had to laugh at this video, especially the part about Chernobyl..

That's cute, very sad at the same time... I really, really hope there's hope.

Not sure if it will have the intended effect of providing "education" to children.
Looks like something that would have been posted on 4-Chan or something.

Nice video. Actually, this is more informative than the information that the MSM / scientist have been telling us. They should show this video to all the people that are about to poison themselves with Potassium Iodine for no reason. Probably get irradiated more heating up food in the microwave.
