Gag orders are issued when a person's comments may affect the integrity of the court. The comments may not necessarily enter into the criminal realm but if they threaten the outcome of the trial or the integrity of the court.

Putting a court clerk in the crosshairs of Trump's deranged followers certainly qualifies.
