It doesn't appear to be moving at all.

My only guess is a cloud, but does seem to be an odd shape for a cloud.

I am going with cloud.
It doesn’t appear to move.
Video is extremely short.
Poor evidence of anything other than a stray cloud, imo.

Maryland, dusk sets in at around 17:00 (16:46 to be exact).

Weather yesterday was:
6 / 1 °C
Passing clouds.
Humidity:46%
Barometer:1016 mbar
NW
Wind:16 km/h

That kind of rules out aerosol cloud being stationary for so long. Any other cloud/smoke for that matter as well...

Starlings wouldn't be that stationary...

Clouds can literally be any shape imaginable.

I agree with some other posters that it seems rather odd to only record it for such a short time.
