It goes up for an unanimous vote in the senate which will beyond a doubt fail. Then it’s up to Mitch McConnell to bring it back up for another vote where a 2/3 vote can pass it.

True, but Trump could have just signed and moved on... But he didn't, and will not sign unless the Senate follows the same.

What about cutting the pork that goes to other countries?

That is with all of the revelations in Pennsylvania , 200,000 more votes than voters in that one state is not exactly a small story.
