Maybe there is a bit more to Corn than him being just a reporter.
Maybe the NSA has some communication between him and other conspirators?

The silk of corn turns brown when it's time to harvest. The husk stays green. Spring time is when to plant and takes 60-100 days to reach harvest time.

That would be sweet corn, the kind that you buy on the cob, canned and frozen to eat as a vegetable.
Field corn and popcorn are harvested when the husk is dried out and very light brown in color.

(citizenship being derived from place of birth, ergo Kenyan Citizenship)

I think the key here might be to see this in the context of Q drops themselves and not via how the NPC can understand this possibility.
