According to a new letter obtained exclusively by Fox News, House Intelligence Committee chairman Devin Nunes expressed concern to Deputy Attorney General Rod Rosenstein that the Trump dossier was used as justification for opening the Mueller investigation.
Two top Republican senators have formally recommended that the Justice Department and FBI investigate the author of the controversial anti-Trump “dossier,” in the first known criminal referral from Congress as part of lawmakers’ Russia probes.
Senate Judiciary Committee Chairman Chuck Grassley, R-Iowa, and Sen. Lindsey Graham, R-S.C., made the referral in a Jan. 4-dated letter to Deputy Attorney General Rod Rosenstein and FBI Director Christopher Wray. The move ramps up congressional Republicans’ investigation of the salacious document and those involved in creating it, as Special Counsel Robert Mueller continues to probe Russian meddling in the 2016 election and possible collusion with Trump associates.
Senate Judiciary Committee Chairman Chuck Grassley is pressing the Justice Department for answers on whether James Comey violated bureau rules, saying it appears the former FBI director leaked “at least one” classified memo to a professor friend shortly after his firing.
Grassley, R-Iowa, penned a letter to Deputy Attorney General Rod Rosenstein late Wednesday, saying he and his staff had reviewed the Comey memos which were “created purportedly memorializing his interactions with President Trump.” They did so in a Sensitive Compartmented Information Facility (SCIF) at the FBI and the Senate, because the FBI deemed the “majority of the memos” to be “classified.”

This thread is a thread on it's own. Your link is about the investigation of the dossier's author. This OP is about how the dossier was used for criminal activity under Obama's administration. Two completely different topics.
The House Permanent Select Committee on Intelligence has expanded its 2016 election investigation from a starting point of Russian interference to an end-game that focuses on federal law enforcement and how it conducted a drive to snare President Trump and his people.
Committee Chairman Devin Nunes, California Republican, is accusing the Justice Department and the FBI of misleading him in “a pattern of behavior that can no longer be tolerated.” He charges that Justice claimed it possesses no documents related to the infamous Trump dossier, then, under pressure, produced “numerous” such papers.
Republicans in the first half of 2018 are likely to wind down the starting-point inquiry into Russian hacking of Democrats and whether Trump aides helped.
3 - Mr. Steele was referred to the DOJ for charges of lying to the FBI regarding false statements he gave as to which media outlets he shopped the story around to.
