Just found this article. Hoped it was BS. Not really much to add other than WTF.
Read it yourself and see. Link LA Tiimes
Here's a quote from the article...

Gov. Jerry Brown signed a bill Friday that lowers from a felony to a misdemeanor the crime of knowingly exposing a sexual partner to HIV without disclosing the infection. The measure also applies to those who give blood without telling the blood bank that they are HIV-positive.

His argument is that medicine is available, so it's not that serious.

CAUTION don't have sex or get a blood transfusion in Cali.

Nice population control policy.

Please someone debunk this.

A quote is good.
A source is better.

It would seem that the bill will treat the HIV the same as any other disease.

Existing law provides that a person who is afflicted with a contagious, infectious, or communicable disease who willfully exposes himself or herself to another person, or any person who willfully exposes another person afflicted with the disease to someone else, is guilty of a misdemeanor.

Is HIV special because it's gay?

Perhaps you should read the bill.

California has lost any sense of right and wrong. The state is a trainwreck morally and legally. It is a place where criminals are afforded protection over law abiding citizens.

Really? There are 100s of thousands of heterosexual people with HIV.

What an idiotic statement.

Right, and millions with other communicable diseases. Why should HIV be different?

Stop being so obtuse.

A deadly one that if intentionally spread should be a felony.

Is there a cure? Last time I heard, HIV is fatal.

That's an honest question. I really don't know.

Yes... Because HIV is not curable it is controllable. People would not have to tell about syphilis because get a shot of penicillin and its gone.
