It reeks of propaganda but also raises the question of how she obtined ot so quickly in a powerless disaster area.
Why doesn't she put the same amount of effort into distributing all the aid that is piled up?

Last I checked, there are fifty states in the USA and PR is not one of them.

In 1952, Puerto Ricans adopted a new constitution, which established the current relationship of Puerto Rico as a commonwealth of the United States.
Besides, some actual state officials are anti-america amd have gone so far as to propose secession like in Texas and California. So your point is invalid.
