I can't say for certain, but I would think that these people would indeed tell other partners (as well as everyone else they know) that they are infected. I don't think they would go through all the effort to get the virus and not tell everyone that they are infected. I don't think that their goal is malicious (GOD I hope not) but rather a desperate, though misguided, cry for attention.
