He really, truly doesn't have down syndrome or anything. I appreciate your vigilance on behalf people who may be targeted for disabilities but this is truly not the case. This guy is called "Bubbles" because of his glasses. He's actually a genius who makes all sorts of clever crap. He's like the trailer park MacGeyver.

Also he is called Bubbles because the only thing he has left from his family (in the show) was his bubble making machine which he cherishes.
