It's no big secret I have a deep, passionate dislike, bordering on hatred for the state of Illinois, so you can imagine my reaction when I came across this.

H.B. 3239

Amends the Firearm Owners Identification Card Act. Provides that, if an applicant is applying for or renewing a Firearm Owner's Identification Card, he or she must submit evidence to the Illinois State Police that he or she has completed at least 8 hours of handgun safety training approved by the Director of the Illinois State Police. Provides that notwithstanding any other law to the contrary, each local law enforcement agency shall issue a firearm permit to an applicant who seeks the purchase of a firearm to verify the identity of the purchaser and shall complete a full criminal background check of the applicant that includes obtaining fingerprints from the prospective firearm purchaser. Provides that each local law enforcement agency shall keep records of those permits and make them available to the Illinois State Police through the Law Enforcement Agencies Data System (LEADS). Provides that the duration of the permit shall be 10 days after its issuance. Provides that the local law enforcement agency may deny a permit to purchase a firearm to an applicant if the agency, in its discretion, believes it is in the interest of public safety. Amends the Criminal Code of 2012 to make conforming changes.


If you own a gun in Illinois you have to have a FOID card. You apply to the State Police, along with a fee of course, they do a background check and in about 30 days you get one in the mail. No card, no gun.
They came out with new laws not long ago that said what type of gun you can buy or own and if you already had one on their forbidden list, you had to register it with the state. They also regulated how much ammo that gun can hold.

Now they are proposing a new bill [ that will more than likely pass ] that says to buy a gun, you not only need a FOID card, you have to go to your local police and apply for permission, in writing, to buy it.

Also, if you want to renew your FOID card, you have to have at least 8 hours of training by an approved firearms instructor. That is NOT for concealed carry, that's just to possess the guns you already own. On top of that, you MUST submit your fingerprints.

I'm sure all the bad guys are just lining up to get their cards.


If you live in Illinois, you have my deepest sympathies and 2 pieces of advice...

# 1 - Get out.

# 2 - Get out NOW.

Those commies aren’t happy until they turn every law abiding gun owner into criminals.
When does the 8 hour training so we can speak freely kick in?
How about the 8 hour training required so we can exercise our voting rights too?

Any laws that are unconstitutional are non-binding and void.

I'm not a constitutional lawyer that speaks fluent legalisee, but "shall not be infringed" seems pretty straight forward. I will be looking at all laws from a constitutional point of view from now on. Also, I've always been a firm believer that victimless crimes are not real crimes, just baseless laws meant to create revenue for the government or restrict our freedoms.

On the bright side, they are encouraging firearm training.

That part is in keeping with the 2A at least. Not the government gatekeeper parts, of course...

What about the "well regulated" part? Not saying I agree with IL, they're gun laws, like everywhere are stupid and annoying. Simple solution though, don't live there...

I'm pretty sure you were asking a rhetorical question to which you already knew the answer, but for anyone else reading:

The most common method for criminals to get guns is through straw purchases, so background checks and other such hoops don't stop them at all.

The only thing these types of laws do, and indeed the only reason they are passed, is to troll law-abiding people and make it as difficult and expensive as they can for everyday people to exercise their 2nd Amendment rights. Especially Blacks. That was, after all, the historical origin of gun control.

What about people who live and work there ? Those who have family and history in the community ?

My in laws own a farm in Illinois that has been in the family for almost 200 years.

Should they have to uproot their entire lives to protect their Rights ?

‘Well regulated’ in the 2A has nothing to do with government regulations.
It means the people should be well armed and trained.
The government cannot stand in the way of the people to do that.
They cannot arbitrarily pick and choose who gets to exercise their 2A rights. That’s what this Illinois bill is trying to do.

I had two firearms stolen from me by someone who can't own firearms. The police told me it's civil matter and I have to sue him.

So now that we've had these new laws passed, all I can say is FU, sue me. I'm not registering a damn one of my firearms. I'm also not taking a training class from some idiot that thinks they're better than me.

I want out of Hellinois so fu@@ing bad.

I can always count on our state government to do whatever will screw the people. It's one of their defining character traits. Glad you got out when you could David. Wish I could do the same, but it's a bit more complicated in my case.

I moved last summer before that deadline to register banned fire arms took affect.I still own my Illinois home since my wife has family their but I told her she had to pay the mortgage. When she gets fed up with that it'll be on the market. If your on the fence about picking up and moving let me just say it's be amazing living in a red state, however i do still see their socialist thugs trying to stir stuff up and push the party propaganda. If the majority of people don't wake up to what's happening it'll all be gone soon.

It says, a well regulated militia.

In other words the militia is supposed to be well regulated and not considered domestic terrorists or put on a list.

We really aren't supposed to have a military at all and certainly not supposed to be the world police. We ARE supposed to be able to defend ourselves and have arms. ...not wait for "first responders" to show up hours later and shrug their shoulders.

County is so far gone.... The constitution is just a blunt wrap at this point.

What a bunch of crap!

I'm a native NY'er, Brooklyn born & raised. I moved to Charlottesville, VA some years ago for work. After living there for 5 years, the work came back up north to NY. Right before I moved back I went to a pawn shop and bought a S&W 9mm. Great pistol and in great shape. The entire transaction from beginning to end with me walking out with the gun took less than 20 minutes. God bless the Commonwealth of VA!

I then brought the gun with me to NY along with my VA drivers license that had a VA address.

When I arrived in NY I went to the nearest NY State Trooper barracks and asked for the form that I needed to fill out to have the gun with me in NY while I was here "temporarily" on a 2 year work assignment. Filled it out, brought it back and I had my NY state carry permit within 2 weeks.

I'm still in NY. So is my gun.
