You can determine intent from words and actions.

This is about one lawmaker saying that Israel should kill the Palestinians before the Palestinians kill all of Israel. You are going to find a few of them who say that because it's a natural response and SELF DEFENSE. The actual POLICY of Israel is just the opposite - not targeting civilians, trying to minimize civilian deaths, letting in food/water/fuel aid, opening evacuation corridors, etc. 2.3 million Gaza citizens and only a few thousand dead. That's not genocide and thats' obviously not 'intent' of genocide on the part of the Israeli government.

The South African government on Monday called on the International Criminal Court to issue an arrest warrant for Israeli Prime Minister Benjamin Netanyahu by mid-December.
Minister in the Presidency Khumbudzo Ntshavheni said it would signal a "total failure" of global governance if the ICC does not do so.
