As President Obama prepares for his State of the Union speech Tuesday night, he has solicited members of his Cabinet for ideas of executive actions he could take without Congressional approval that would further his goal of tackling income inequality.
In the first weeks of January, Obama has repeatedly said he he has a “pen and his phone” and will use them to bypass Congressional gridlock and help his agenda.
While White House spokesman Jay Carney said he didn't want to preview the president's speech, he said no one should be surprised that he's going to “reemphasize his capacity” as president to both work with Congress and use his executive authority to help create more opportunities for hardworking Americans.
Obama solicits ideas for ways to sidestep Congress
President Obama told a group of mayors at the White House on Thursday that he’s relying on them to help advance his agenda when Congress won’t act.
“I want to work with Congress whenever and wherever I can. But the one thing I’m emphasizing to all my Cabinet members is we’re not going to wait,” Obama told a group of 250 mayors at the White House. “Where Congress is debating things and hasn’t been able to pull the trigger on stuff, my administration’s going to move forward, and we’re going to … do it in partnership with all of you.”
“Every day mayors are proving that you don’t have to wait for the gridlock to clear in Congress in order to make things happen,” he said.

Actually they do not represent the majority of people. Through gerrymandering, a minority of the population now has more representation in the house than the majority.
