There's no way to lose fat in just one spot.
However, if you are going the Ketogenic route to lose weight(High fat, low carb) then it works pretty quickly to get rid of fat. The best ratio is
around a 65/30/5 ratio of fat/protein/carb. If you fast for three days that will put your body into ketosis faster.
Also remember that it takes about two weeks for your mind to adjust to ketosis. Lethargy is common during this time even though your body is
energized. This is because the body is switching from glucose to ketone bodies. Once the two weeks has passed you will find significant levels of
energy and mental clarity. This eventually wears off some and things go back to normal but it is very nice for a little while.
Once on it, just walk an hour everyday. Maybe find some steps and work up to doing 20 minutes of walking up and down them. Either way try your best to
get in at least an hour of walking.
Once you've lost general weight/fat, then you can start emphasizing on weightlifting which will tone various areas. If you are a man this will be very
easy as men gain muscle faster. If you are a woman just remember to be patient.
I would recommend this website which is free, it has a beginner workout plan for men but works for women as well.
Also he isn't a fan of the ketogenic diets but he has great videos in regard to weightlifting and toning. All free. Awesome site.

Edit: Also in regard to ketogenic recipes here's the breakdown of my favorite daily meal:
Morning: Four eggs, Five sausage links, coffee with half and half and a tablespoon of coconut oil stirred in
Afternoon- Can of tuna in oil or two cans of kipper snacks and a spinach salad with vinegar and olive oil
Evening: Fatty chicken thighs, Cabbage with salt pork
Also of course when you're in ketosis you're thirsty as hell so drinking water is a given on this diet.
