Ive thought about this as well and have 2 theories
1 is they do it specifically so they ARE noticed
2 it is a part of the UFOs engine or anti-gravity device or something like that
I reckon that if they have crossed interstellar space or some dimensional gateway to get here they have probably technologically passed the need for headlights.

Flashing lights like we have on our planes and helicopters no, but perhaps lights of another purpose, like lasers finders, propulsion devices, photography equipment and such. That stuff could either flash or appear to flash.

This is similar to what I think. They want to be seen. When people have close up sightings it is not like bird watching; as if they just happened across a ufo. These sightings are deliberate and people see ufos because the sighting is set up. They want to get attention because they want to create ufo consciousness in humanity. Ufo sightings are pure theater.

A satellite doesn't have any lights on it though, when we see them it's because they are reflecting sunlight, obviously this is at night when the sun has set but the satellites are high up enough to be in the light of the sun from over the horizon. This is why some clear nights you will see many satellites and others you won't, it is also why sometimes you will see a satellite suddenly disappear, it has gone from being in the sunlight to entering the Earth's shadow, it is all to do with the position of the sun.
