Because the CIA trying to get media coverage to be favorable to it is not the same as claiming that scientists skilled in pneumatic chemistry are using the Air Loom to emit magnetic rays in order to control people's minds.
These actual conspiracies are all of a few people who have a dumb idea, and don't get very far with it. The first one you mentioned, Operation Northwoods, didn't even happen. It was an outline of an plan someone proposed which was rejected because it was a dumb idea.
This doesn't compare to the elaborate conspiracies that require the cooperation of thousands, hundreds of thousands, or even millions of people. Not to mention that usually requires large communities of experts, such as scientists or engineers, to somehow be completely unaware of things that would have to contradict basic parts of their fields. (E.g., Apollo hoax claims, and 9/11 "controlled demolition" theories require millions of scientists and engineers to somehow have completely missed supposedly obvious signs.)
That's why people make fun of you. Because it's absurd and ridiculous.
