I am aware of Kevin Fenton's work however 'the wall' that existed between the American intelligence investigators(CIA) and criminal investigators(FBI) has been in place since the forming of the two agency's and is still in place today. This is not by choice-our legal system requires that FBI agents can't share, or exchange information from intelligence operators because this would taint any foreseeable criminal prosecution-because the CIA is not bound by the restraints of Miranda in field operations. Better said any information given FBI agents by CIA operators is considered hearsay-and would not be allowed in any American court room.

Simply put, there was no legal reason why the information could not have been shared
if you want to blame someone start with the Founding Fathers as they wrote the 4th, 5th, and 6th amendments.
