There's no more damning a condemnation of Islamic rule than that of the repression of women.
Officials' discourse about the attacks is also a source of the problem, Human Rights Watch said.
In February 2012, lawmakers blamed women for the mob assaults in Tahrir.
"Women contribute 100 percent in their rape because they put themselves in such circumstances," General Adel Afifi said.

Egyptian police have issued arrest orders against 300 leaders and members of former President Morsi's Muslim Brotherhood, AFP reports. MENA, the state news agency, reported police were arresting Morsi allies "who are accused of inciting violence and disturbing general security and peace".
Two prominent members close to Morsi have already been detained, including the head of the Freedom and Justice Party — the Muslim Brotherhood's political arm, and the deputy head of the Islamist movement, according to Ahram Online.
El-Ahram also reported on preparations to clear a rally of Morsi supporters near Cairo University. In the wake of the president's ouster, forces deployed across the country to seize control from pro-Morsi loyalists, and the military surrounded the Republican Guard barracks where Morsi was staying with barbed wire and troops.
If moderate Muslims don't start standing up across the world against this type of crap they are in fact also part of the problem.
