Thats a very generous offer, although the concern seems to be that the ones who would take the $$ to supposedly fund the kind training for Americans are themselves the ones who need it the most...and simultaneously the least likely to attend, and most likely to theft those funds.
well have to fight for our rights - not really more struggle/fighting - but doing whats right!!~

It is a nice one, what's more it is open diplomacy. A far cry from subjugating one's own laws of the land for specific purpose, whether a threat is real or perceived. When you do that, as the US and others are attempting/are doing, you can throw out any constitution as far as 'the people' are concerned. It means the only people that matter is the government, and the constitution belongs to them and nobody else.
