I figured if such a thing happened, an expat from a more developed country was behind it. Primarily because this would be a good way to get a launch
with minimal regulatory burden. It would also seem the way to do it if you wanted to get into the asteroid claim business without too much overhead
regarding mineral rights. So really down to an individual or few individuals spearheading a pet project and the country serves as a location or flag
of convenience. I'd definitely call it the result of monied interests jurisdiction shopping.
But like others have said, other countries would be upset. Mostly because of things like ITAR laws and how such technical leapfrog and project funding
happened relatively unnoticed. (Computers and things like engineering software are pervasive and hard to control, but materials and machining to build
a rocket on par with a superpower are still hard to come by.) Particularly if the launch site and construction of a complete rocket assembly happened
with very little forewarning. So many questions would be raised as to how they did it.
