What impact could a drink have on your night out? The U.K.'s Department of Transportation wants its beer-drinking citizenry to think twice about that before getting behind the wheel, so it has devised a new public service message that is bound to give someone a heart attack. The terrifying THINK! "prankvertisement" is tied to the Twitter hashtag #PubLooShocker, where people are encouraged to react. One person tweeted, "If this ever happened to me I would pee my pants, even if I had just peed. Don't drink and drive!" These unsuspecting men are just trying to wash their hands after using the bathroom, when — well, just watch.

It's staged or altered in some way. For the first guy you can see a split second pause in his movements when the break occurs. It could be that their reactions are genuine and there is something that shocks them, but the video has definitely been manipulated.
Besides, health and safety in the UK would definitely not allow this to be made unless they were safe from broken glass. It's a fact that we have some of the tightest safety laws in Europe, this would NOT be allowed to be filmed if those guys were at risk from shattered glass, no chance at all.

Actually they should do that ad here in the US.
Individual states have there own laws on drunk driving and people get away with it all the time.
