After our current situations in Iraq and Afghanistan Bush's policy to challenge rogue states naming Iran, North Korea, and Syria, stating however that we have no policy in place for dealing with Iran and North Korea.

A "rogue state" is one who defies the will of the international community.

One could say America is a rogue state.
