You said it. I think no more than five million should go to the winners. Once somebody gets all the numbers and wins the 5 million, the rest of the money should be split up between those that hit five numbers, and if that still comes to over five mil for each, then the rest gets divvied up by the four number winners. Of course, this only applies if I don't win the jackpot.
