The people of the world, especially those from Western societies have been all but subjected to propaganda. We are told every day that terrorists pose significant threats to us. That we must install surveillance states in order to ensure that your own brother isn't one of these governmental designated 'terrorists'. We are told that we must sacrifice our freedom for security, even though our countries are already very much secure.
Don't be mistaken though. The threats of terrorist attacks are real ones, but there is only so much a government should enforce laws on its own people in order to combat them.
