If you do not register, they cannot bill you according to a recorded conversation with MSP. If you are registered, you may un-register by leaving the province, registering elsewhere, and cancelling your BC Health, then coming back when you are no longer in their system, and don't sign back up when you are free of their bondage.

When government says things like "mandatory" they only mean a "strong suggestion". My research into the MSP protection act, demonstrates that it has no teeth, and if there are no penalties, then it is a pointless ACT and not really a law. Our government is nothing but a giant puffer fish making itself look bigger than it really is!
