What sanctify means, what are priests doing when sanctifying some place or some area?
How it works?
Can that be detected or measured with some equipment?

If they are collecting some energy to that places, do they take the energy from other places, giving that to those who are paying to them for, and taking that from those not paying to them for that? Can it be harmfull for others?

Theologically, if it requires anything, God would be the provider. Practically, I don't think that it requires anything. Holy water, if you're Catholic, I guess. Otherwise, just prayer and intention.

I don't see how it could be.

Think of "sanctifying" as the public act of sticking a notice on something, saying "this belongs to God".
No powers are unleashed.
All the actions that go with it are for the benefit of the people watching, to impress on their minds the fact that a notice is being stuck on, and what it means.
It doesn't act as a kind of electirfied fence- nobody gets hurt if they cross the line.

I just meant that Catholics use holy water as part of it, whereas Protestant religions do not (to the best of my knowledge.)

I have no idea what your picture is, but I doubt that it has anything to do with sanctification.
