I suggest the next pope whoever he might be, will call for Vatican-3 council on Day 1 of his papacy (although the prep for such an event will take a year at least).
We may wonder of conspiracy forever which group stays behind which candidate, such as Brazilian, American, African or Asian. We may wonder what role the Jesuits have for example, working on the shadow side without public knowledge, or what is the more modern but equally secret role of Opus Dei, or any other powerful society. We may build up hypothesis after hypothesis. And ultimately we might be wrong. I might be wrong and I am not ashamed to declare it.
I don't think it matters. Religion is a bastion of a mentality from a long a ago era. Religion is for weak minded people. Even Vatican I was never finished because of Italian political/geographical affairs. Almost all important Vatican II players all became pope. Hmm?
The only interesting thing from a Vatican III council would only show who would be the next best candidates for the next pope elects.

What matters at the end of the day, is what he Catholic church publicly declares as belief system and practice. And that is decided on no lower level than on the Church councils. The ill fated dogma of infallibility on Vatican-1 was drastically interpreted on Vatican-2 to include all the bishops. Because with such a new dogma never accepted by the rest of the churches, very difficult one can walk a step towards re-unification. The rule of one man as being a sole representative of the Lord Jesus on earth has come to an end. It is absurd to claim that today. Especially in the presence of a dozen of other churches with no less apostolic validity. And millions people who can read the Gospel no worse than the preachers. And see the Gospel and the preachers contradict each other quite often.
What is your intake on Vatican-3 idea and all of that? Thank you in advance for the time spent!
