Government is neither good nor bad by its very definition.

But the question was not if the government would be good. It was, if the *form* of government can be good, meaning a form that imposes on the government that it must give power to the people, it must obey its laws, it must follow the constitution that was written by the people. In other words, a good form of government, IMO, would give people power OVER the government.

Whereas a "good" government would be just, fair, providing for the poor, etc.

I see a difference between the two.
